L
Learner identification

A learner’s licence is the first licensing step, not a full driving licence. This course helps you study theory; only the authorised licensing process can issue a Namibian learner’s licence. Our quizzes use original practice questions, for independent learner preparation.

Choose the right learning path

  • Code 1: motorcycles. Study the shared lessons and motorcycle controls.
  • Code 2: light vehicles, with the legal categories generally using a 3,500 kg threshold; the applicable measure can be tare, gross vehicle mass or gross combination mass. Tractors are included in this code.
  • Code 3: heavier vehicles above the relevant 3,500 kg threshold. Study heavy-vehicle controls and load awareness.

Do not confuse learner codes 1, 2 and 3 with driving licence codes such as B or C1. Confirm the vehicle category and age eligibility with NaTIS before booking. The regulations distinguish Code 1 A1 and A age requirements, so “motorcycle” alone is not enough to decide eligibility.

Study, then book separately

Read each lesson, identify the illustrated signs, and answer the quiz without looking back. Review every explanation, even for a correct answer. Complete your code-specific controls lesson before attempting the mock test. Check the Roads Authority’s current application documents, fees and booking arrangements before attending a test. This website does not book or replace that test. Ages, fees, documents and how the official test works are explained in our learner’s licence guide.

Practice: write down your intended vehicle and code, and explain why an online completion certificate does not authorise you to drive.

Exam preparation: details to remember

Learner practice: hold the correct licence, comply with direct supervision where required, display the prescribed red L on the right of the rear window of an ordinary learner car, and do not carry passengers for reward. A motorcycle learner without a sidecar may not carry a passenger.
